US House fails to approve Vietnam trade bill

The US House of Representatives failed to pass a bill establishing permanent normal trade relations with Vietnam.
The bill would have been the last step in normalizing trade relations between the former enemies. The two countries normalized diplomatic relations in 1995, 20 years after the end of the war.
Congress must have had approved PNTR for U.S. businesses to receive the market-opening benefits of Vietnam's entry into the World Trade Organization.
